The Federal Government is proposing to pass The National Disability Act with the additions of a CASDO branch in each Province/Territory, and all complaints will be filed directly with their Provincial/Territorial branch (where Provincial/Territorial branches require federal assistance in responding to complaints, they will forward them to the central CASDO and work collaboratively between the Provincial/Territorial and Federal levels of government to address the issue), and to invest in research being done by the organisation to look into injustices regarding disabled Indigenous peoples. Unrest grows in the ministry of health as the territories of Nunavut, North West Territories and Yukon butt heads with their new rivals, Canada’s most populous provinces, British Columbia, Ontario and Quebec. The division occurs as the big three provinces declined to sign onto the net health accord due to a variety of budgeting issues. The alliance of territories, spearheaded by Nunavut, recognize the concerns of the big three, however, they don't believe that the issue is that of great importance due to the flexibility of the budget. When asked about the emerging voting bloc of the territories, a delegate from Quebec claimed that the territories were "abusing their voting power" and that voting representation should be based upon the population of a province/territory. The emergence of these voting blocs took place during debates over the net health accord, though all should be wary of this divide spilling over into further debates on the national disabilities act. After being approached about their position paper in which they indicated: “It would bring hundreds of thousands of people who are currently receiving social services from one the our province's two welfare programs to a productive working life. Thus cutting the money that we spend on social services for people with disabilities. Ontario recognizes that this program would provide these individuals with a job and would allow them to financially support themselves” Ontario’s health ministry says it will reevaluate its position after being unable to justify “cutting the money that we spend on social services for people with disabilities” and how that would result in them obtaining a position in the workforce. Many of the Northern Territories feel ignored in the health ministry by the Federal Government with regards to the proposed investment of 1 billion of the 3 billion dollar health accord to improve mental health services, specifically for those in remote indigenous communities. The Federal Government is trying to further develop tele-counselling and online treatment for these remote populations. The problem is that in the most Northern Territories and provinces lack the high-speed internet and infrastructure to support online counselling and mental health services. Nunavut's delegation voiced concerns at a lack of money being set aside to set up the much-needed infrastructure to support such online services. As a collective, the Northern Territories and Provinces are urging the federal government to divert some of the funding for this new health accord into building up the telecommunication infrastructure in their provinces so that their citizens can have access to the online mental health resources. The federal government has put forward a motion in the health ministry to invest 3 billion dollars into a new health accord to provide financial support to the following areas: Improving mental health treatment, specifically for Indigenous peoples, first responders and veterans. 1 billion of the 3 billion dollars will be allocated to this part of the initiative for community and in school programs, subsidized mental health training for those in indigenous communities, and to invest in making online treatment available for those living in remote communities. New palliative care framework in response to Canada's aging population. 1.5 billion dollars will be allocated to this part of the initiative to subsidize education by reducing tuition costs for college programs in the fields of palliative care and nursing as well as advertising palliative care as a career path for high school students. Some of this money will also be allocated to invest in palliative care infrastructure in underdeveloped communities (such as new hospices, care homes, and subsidizing their costs in locations such as maritime provinces and indigenous communities). This will also include financially incentivizing palliative care professionals to do their co-operative education and work in underprivileged communities. Saskatchewan's health ministry indicated in their position paper that they will stop the $20 monthly allowance for those with disabilities to spend on busing for “social reasons” and supplied absolutely no further context as to why. This $20 allowance a month is for those who are under disability support programs and is vital for those individuals with disabilities to get around. The government of Saskatchewan is metaphorically stealing a cane off of a blind man and leaving him for dead in the street for the sake of saving a few dollars. The unbelievable disregard for the needs to Canadians with disabilities shown by Saskatchewan's ministry of health should be raising red flags for all other provinces. They are willing to take this vital allowance away from Canada's most vulnerable citizens for the sake of saving a measly $750 000 annually Le ministère de la Santé de la Saskatchewan a indiqué dans son exposé qu'il cesserait d'allouer une indemnité mensuelle de 20 dollars aux personnes handicapées pour le transport par autobus pour des « raisons sociales » et n'a fourni aucun autre contexte pour expliquer pourquoi. The primitives that reside within the province of Newfoundland and Labrador are physically incapable of sharing a google doc so that the rest of the Health Ministry can know their position on the major issues concerning the Health department. The concept of word processors have been around since 1979 with the release of WordPerfect. Since 2006 - the year Google Docs was released - the standard file format has been ".doc". If Newfoundland’s health ministry could learn to use basic word processing it would be greatly appreciated by all parties. If the delegation from Newfoundland could charge their position paper in a format we can actually read then they would meet the bare minimum of expectations for this conference. Newfoundland and Labradors health delegation is a disappointment to us all. It should be noted that the delegation of Newfoundland and Labrador has since fixed their mistakes, however far past the due date for position papers, as they have deprived the rest of the delegations from formulating arguments as well as denying the press any chance to accurately report on their intentions.
